Many will say "nuclear weapons" and have some validity in doing so. In terms of brute destruction it's Nukes. I'd say "devestation" is more in terms of casualties, and psychological effect. That being so, it'd be a biological or germological weapon. Microbes and contagious disease as a weapon has the potential to end all human life on the planet. It's effect would be particularly horrifying, and the fact that once used, CANNOT be controlled........ It'd not only be insane, but STUPID to use this as a weapon. (and no, i'm not sayin anything not common knowledge to twisted mentalities.) :-p

You have Nuclear weapons which kill thousands up front and kill tens of thousands over the next 80 years. Chemical weapons are extremely fearsome and will kill you in horrible ways while you scream in pain. And if you don't die you'll either be incapacitated by either the effects or by fear. Biological weapons are delayed and kill in vast numbers (the Plague is a B.W. and killed 1/3 of Europe in the 15th century).

But I'll tell you what, the most devestating weapon in the world is a determined soldier and his weapon.
