I used to work for a chemical company that made post harvest agricultural chemicals.
You cannot remove these chemicals (but they are edible).
You always have the option of buying your fruits and vegetables from organic produce stores, however, they will not have the shelf life of "processed" produce and you will have fruitflies all over your kitchen.
The waxes serve two purposes: they prevent dehydration (shrinkage) and they make the produce more appealing to look at. The waxes are sealed in the skin of the produce, and there are different waxes for citrus, stonefruits, etc.
The pesticides are washed off by the time they hit the market. A typical pesticide 12% sodium hypochlorite (bleach), methylene bromide (mainly used for grains in silos) or methylene chloride (I don't remember what that is used for). After the application of the pesticide, the fruit gets washed.
All produce has bug eggs under or in the skin. The pesticides will kill the live bugs that are in the crop, but it's the wax that impedes their growth.
The USDA is working on genetically engineered produce (bell peppers, the last I read) that will "naturally" repel aphids.
