It all starts with a kiss! Next time, make the kiss last longer, and turn the hug into a caress.. if that doesnt get things moving, take initiative. Or just tell him you are ready for more! He's just being respectful & doesnt want to hurt you!

You got 3 choices, leave it at it is, or be the one to make the move to the next step don't leave it up to him.
Personally i think you should talk to him about this maybe he's just not ready or has some other reason one way to find out is to ask alot better than guessing i believe.

tell him how you feel, but it sounds like he definitely notices you. Maybe he's uncomfortable with going any farther sexually, or maybe he thinks you are. That's something you two need to talk about.
