It could be fear of rejection or humiliation. It also could be that the person likes the idea of going out with someone but would be scared witless if the other person acually said yes.

Fear of rejection. People has very fragile egos.
You learn to toughen up as you get older. OR work in customer service. I get blasted every day. I have grown THICK skin.

Because they just are, they are shy. Is there anything wrong with that? No. I am a shy person and it would take awhile for me to go up to a guy and ask him out. It's not a crime.

They probably lack the experience and confidence it takes to just being and trusting in themselves to mingle with those whom they are attracted to.
