First off, I am NOT a lawyer... but, I do know that if you bought a pc with an OS, (Operating System), you cannot transfer that over to another PC. If you bought an OS, such as XP, and put it on a PC, and now want to put it on a new one... well, you legally cant do that either... physically, you can! Legally, you can't... unless you take it off the old computer. If, however, your XP came bundled with a PC, and now you wanna use it on your new PC, you can´t (legally), as it is a lower priced OEM (Open End Manufacturer; such as Gateway, Dell, HP, etc, and is non transferable to another PC. If you are not selling the old PC, keep the serial numbers from the manufacturer, (for instance, Dell has two numbers; an express service code, and a service tag number; I would save those, junk the old PC, and put the OS on the new one... if I had a problem with the installatiion CD, then Dell would send me a new one... not knowing that I illegally put it on a different system. There are HEAVY fines for piracy, but then again, they are not really going after home users, mostly corporate ones...

Yes you can. But you also have to delete them from your old computer to be legal.
If you registered the software you may be able to get a backup from Microsoft. It would help if you had the code that was on the install CD. There are ways of obtaining that code from the computer that you installed the software on.

You can't. There's no proof you previously owned it, atleast for Microsoft... try to buy it through a college if you still have an e-mail account or have a child with a college e-mail account. They usually have discounted software. Sorry

WinXP and Office can be installed on max 3 machines. So, if you have installed it just once, you can install it again on another machine.
If you loose it, you cant get it back!
