Fresh green beans, put them in a covered dish with a few tablespoons of water and microwave them for three or four minutes before putting the casserole together.

I used to live in a suburb of Phoenix, AZ. On the way home from work I frequently bought a grocery bad full of fresh green beans. Every time I bought then I nibbled on them as I drove home. They were raw, sweet and very tasty.
I am still here to answer your question so I guess they weren't harmful when eaten raw.
I would say give it a try with no cooking and see how you like it.

If you should decide to do this, do it moderately the green beans usually lose their freshness if left alone for then 5 minutes.

I would think you'd need to cook them down a bit or they will be too crunchy.

I agree, they should at least be par-boiled/blanched first.
