Someone ordered this in the movie Aubrey Rose, which was a late 70s film. Any ideas? It would be a form of tea maybe?

Chinese gunpowder tea is a green tea from the Zhejiang Province in China

Gunpowder in General was invented by the Chinese. I don't know if this is what was referred to in the movie but it makes sense.
