I could blame it on the Hippie movement of the 60's, but that would be a lie. Although, they did make it a commonly used word for cops.

It actually started in the 1800's when the shoes and boots that, poorly paid, police wore was made of poorly tanned and processed pig skin leather. The shoes and boots would squeek as they walked. Criminals could hear them coming from a distance and would give warning such as "Here come the pigs" referring to the shoes or boots.

The word was rarely used in a derogatory manner until the Hippies.
