Sawdust is a good choice. You can change it every now and then, and there's no danger of it harming your pet.

There are many commercially available products which can assist you in ridding your pen of odour - generally they are an enzyme which will eat away and destroy residual urine and odour.

That said, a simple, diluted bleach (and/or vinegar) solution can be applied to a pea gravel base which will also eliminate the odour and will not be harmful to your dog (if mixed in proper proportions).

Do some research online, and see what you can find out. You might try the link below, where someone else has asked the very same question -

My friend uses tree bark that she purchased at a garden store. It wasn't too expensive, and when I walk by her dog pen I can't smell anything. You might try hosing the area down throughly with water and letting it dry well before putting the dog back in. I've heard that baking soda is a great odor neutralizer, but I don't know about using it in such a large area.

It is better to use gravel or some other washable "flooring" and then douse it with a kennel disenfectant weekly. Or just good old Clorox diluted and then rinsed. You can still do that on the ground, but the smell is going to be harder to get rid of, and you will make mud.

I would use a water hose, it would help with the smell, but the best thing to do is talk to some one at a pet store

Put down pea gravel. It is easily washable with bleach & water.

Otherwise all you will have is a muddy mess that will be nasty for your dogs.
