Depends what state you live in. Some states allow marriages between first cousins. If he is a second cousin, you can do it almost anywhere, the only hold back is how it is accepted by the rest of your family. Generally, it can be quite odd for cousins to marry as when they have children, they have to explain how mommy and daddy's parents are related. If this is found out by the kids in their schools, they will lead lives of being harassed and taunted by the fact.
The fact that you have a crush of your cousin is not out of the ordinary. But acting upon it is.

In Some States: Yes.
But I'm not one to judge, on a serious note, he's a guy, you're a girl - or I'm just assuming its that way - Its natural to be attracted -My Girlfriend's cousin, also my best friend had a crush on his cousin a few years ago - but who can blame him - shez hot and a great person - but as long as you know that you can't technically ever act on your feelings because that would be incest, there is nothing wrong with being human - and as you know in many cultures people are married to their cousins - I assume because you are asking this question that in your culture it is not, believe it or not many people even develop feelings for their siblings (why? becuse their siblings are attractive, they've spent a long time with them, gotten to know them well, understand them, love them (which can be confused) and just haven't looked around enough, but they will never admit it and as long as they do not act on their fantasies it's OK - but move on, look around - there are plenty of guys out there who aren't related to you - to even mention to him that you have a crush on him could cause trouble and discomfort in the family - and more importantly between you two.
And even then assuming it is acceptable that you marry a cousin - it is not advised because it causes a reduction in the gene pool and each generations becomes progressively weaker, and more diseases or abnormalities in mental development begin to surface - in other words 'inbred'. So as long as you do not act on these fantasies, it is not wrong, it is normal.

I've always wondered if Ben Franklin wore underwear when he ate the green and yellow cream pie his great grandmother twice removed made while squeezing cheese between her toes that she painted orange and purple with the squirrel's nose. My grandpa played basketball for the first imaginary team in America and found that his coach's feet liked grained mashed potatos with a side of snails and applesauce. Just because he smelled like cow didn't mean he couldn't sell chicken coated in butter in cardboard canisters. This is the best possible answer because the alien standing over my shoulder dissecting my goldfish demolished my home. So long.

I think it's normal to get a crush on a cousin. Just don't act on it unless you're in Arkansas.

I don't think it's wrong to have an innocent crush on a cousin. It's not uncommon. I know for a fact my cousin has a crush on me. But she does not act on it because she knows I'm off limits. And I thought my cousin (who I see maybe once every 5 years) was pretty hot. So, yeah the crush is alright, just don't take it any further than that because that IS gross.

It's all in how you both feel about it. There is no 'yes' or 'no' answer. Socially, it's only marginally-acceptable. However, this is really between the both of you. If you both can find it in yourselves to be in a relationship, then there's nothing wrong with it.

Nope. Einstein was married to his cousin. Ricky Nelson, the famous rock-n-roll singer who was considered as the succesor of Elvis Presly, was married to his cousin. The practise of marrying cousins was common in the west until recently. There are still so many cultures in the world that marry their cousins. I say widen your option and shop around!
