The beast from the sea combines the powers of the four beasts of Daniel 7 and represents the Roman Empire, incited by the dragon to oppress the saints. The sea is the primeval chaos. The Blasphemous names were the Roman emperors who were worshipped as gods. The Death-blow may allude to the assassination of Julius Caesar or to the belief that the emperor Nero, who committed suicide would be restored to life and rule.
The beast from the earth, associated with the false prophet enforces emperor worship and produces great signs to deceive the people. The image refers to a statue of the deified emperor, probably the golden statue of Nero which was just outside the Colosseum. The number of a person can be understood either as a number that stands for a specific person or as a number that can be calculated by human beings. In the ancient practice of gematria, the numerical equivalents of the letters of the Hebrew or Greek alphabets were added together resulting in a clue to the nature of the name. The number of the beast, 666, in this concept is "Nero Caesar." He was the emperor who began the persecution of the Christians.

Of course all this is just on theory out of many, because Revelation is veiled in allegory and there can be many explanations of what it means. I feel very suspect of anyone who tells me they have the definitive answer to prophecy.

I had thought it might be for other uses; but the included stuff may answer your question (and a bit more).
Part of the problem is that scriptural Christianity and the lives of people here in America tend to differ. At the root of it, Christianity holds that Christ is superior to man; not equal to man (man is a false god; Gen. 3). All men make mistakes; (for all have sinned and fall short of the glory of God. Romans 3:23).
There is a man-made old testament of Genesis-Malachi, and the scriptural old testament; i.e. the law of Moses. (Per scripture, the old testament was done away; Hebrews). The Jews were told to have two or more witnesses (about three times Deut. 10-20), and the Christians were given the same command (Matt. 18:16, 2 Cor. 13:1). When this concept is applied, one finds the 'old testament' is the law of Moses. My 'two or more witnesses' for that assertion include Joshua (Joshua 8:31), David (2 Kings 2:3), Solomon (1 Kings 8:9), Nehemiah (Nehemiah 8:1), Daniel (Daniel 9:11-13), Malachi (Malachi 4:4)i, Jesus (Matt. 19:7-9), God the Father (Matt. 17; in effect he backs up whatever Jesus his Son says), and the apostle Paul. (The law is referred to as the old testament (KJV), many other English versions translate it as old covenant in 2 Cor. 3:13-14). Perhaps this is part of why the beast in Revelation 17 is the USA, and the harlot Babylon is the leadership of the USA. (See what happens to the beast and harlot in Revelation 18).
God apparently had me think of this text recently; Acts 18:24-28 (please read) regarding Priscilla, Aquilla, and Apollos. Apparently, Apollos was eager to grow. I hope many Christians in this country presently are in the Apollos category.

The "Beast" represents the tyranny of a Satanic leader, one of three. It is the person and all they represent in the wickedness that they will bring into the world.
