After you wash your hair, let it get about 1/2 dry. Use a glob of styling gel that's about the size of a quarter and rub it on the palms of your hands and gently work it into your hair. Then comb your hair to get it even out the styling gel.
Then take a piece of your hair that's about as big around as your pinky finger and spin it round and round in your fingers til it curls up against your head. You can use hairpins or ponytail holders to keep it in place. Keep doing this all the way around your head. Leave them in overnight and in the morning when you get up take out the pins or ponytail holder and use your fingers to gently pull down the curls. Then comb it gently and you'll have the coolest waves.

You can do this a number of different ways. Section off your hair (depending on how tight you want the waves), twist a section tightly and roll up and secure tightly to your head, using bobby pins, coated rubber hair bands, or even with strips of old rags.

try putting your hair in a ponytail while it's wet....but use two or three hairties and spread them out along the pontytail. it depends how your hair is to begin with though, it may or may not work.
