You should always wash your hands, that's your first defense against anything suspect. Research it on the cdc website.

Yes it is possible. The chances are pretty slim though if it's a domestic turtle. I've had pet box turtles for about 7 years and have never had a problem. Of course, I'm also very careful about washing my hands. And I keep their cage very clean as well.
