In California, the Sheriff is the chief law enforcement officer of the county. He is usually the only elected LE official in a given county. A Sheriff's primary job is LE in unincorporated areas. Other jobs typically given to Sheriff's include:
1. Running county jails.
2. Security for the courts
3. Civil process
4. Transportation of inmates throughout the county jail systems.
5. Coroner.
6. In Alameda County, Charlie Tuna (Plummer) is also the County Administrator (pays to be politically connected Charlie)
There are no constables in California. However, Constable usually serve civil process in southern states (evications, etc). What does not a Sheriff do? Most Sheriff's that I know don't smoke crack.

The word Sheriff comes from the English Shire Reef and was the King's representative in a shire or county in England. It was his ultimate duty, along with his constables to keep the peace. Today the Sheriff is the chief law officer in a county and is assistants are constables or deputies. Their job is to enforce the law and to bring law breakers before the courts.

In Texas, the Sheriff is the chief law enforcement officer in the county. He is responsible for general law enforcement duties in the whole county and running the county jail. The Constable is the chief law enforcement officer for a precinct, which is a subdivision of the county. He is responsible for serving the orders of the Justice of the peace, along with general law enforcement duties in his precinct.
The positions in Texas are defined in the Constitution and the Local Government Code. The answer to your question will also vary with the state you are asking about.

the sherriff eats donuts,watches cable TV,and sleeps all day.The same sherriff don't do nothin else but send his deputies out to write tickets and avoid crimes that might make them do some type of investigation.
