First -- you have to a LEGAL resident. Second, you have to have a permanent resident visa -- green card. Third, after you have been a legal permanent resident for 5 years, you can apply for citizenship, if you can pass the test about American history and civic duty which is in English.

The green card requirement NEVER expires. You must ALWAYS get a green card before you can apply for citizenship.

For the specific rules and requirements see the official INS website: http://www.uscis.gov/graphics/services/natz/index.htm
