It is actually very simple once you understand the industry.
The meat packing industry measures everything in pounds. Your standard-issue hot dog, comes ten to the pound.
The bakery industry measures everything by the dozen.
A single batch of buns is one dozen.
Simple. Not convenient but simple.

Actually the makers of hot dogs and the makers of buns have been speaking to each other and working on this very problem.
