You need the professional version of Microsoft Office to get MS Publisher. The retail Version goes for a whopping $279.99.

If that seems scary to you you could go with OpenOffice.org for free. It comes with equivalents for Excel, Word, Access, and PowerPoint. However it doesn't come with an equivalent for MS Publisher.

For Publisher I believe the closest thing (for free even) you can find is Scribus. You can Download at:

http://www.scribus.net/

You will also need to grab Ghostscript for Scribus to work fully (do this first). Download at

http://ghostscript.com/doc/AFPL/get853.htm

It may not be MS Publisher, but it definitely won't break your wallet. Word of caution: It won't open existing MS Publisher files.
