There is not really a place to send away for an application. I'm opposed to the KKK, but have known people(not friends) who were members.
Just show up at extreme right wing functions. Use code phrases like "Negroes have too many rights" and things like that and you'll find some like minded wacko like yourself who will sign you up.

I don't know if you know this, but between the time that you turn in your application and the time taht they formally induct you, you are on probation. That means you cannot wear the white sheet and hood. So, go to Walmart and get a pink sheet and pillowcase (cut holes for the eyes), that's the colors that the probationers wear. Good luck with that.

Hell, why Join? just make your own version, fill out the tax exempt forms with the government, register with the ACLU so you can get legal help. Start a race hate website and they will come to you... Maybe you could get a local Jewish tailor to make you cool costumes ( With big clown feet and red noses).
