I have a 8 horsepower engine that is 62 pounds the ultralight is the powered parachute type and should weigh no more than 125 pounds without an engine is my engine safe to use? And what size engines do powered parachutes normally have?

for 62 pounds you can get a 50hp rotax 503 motor.
You need at leat 30hp for the simplest ultralights.

No! An 8 horse engine doesn't have enough power, even for something that light. You need at least four times that amount of power. The 8 horse engine wouldn't have the "oomph" to get you out of hazardous situations.
