Is he young? Perhaps he doesn't know how to fly, or he is afraid of being free in the outside world, or doesn't want to explore his cage. Give him some time, but if he doesn't make an attempt in the next week or so I would take him to a vet, as something may be wrong with his wings or sense of balance.

His wings are probably cramped being in a cage instead of flying all day like they do in the wild. He is just stretching his wings... probably feels good.

This is normal. He/she is probably just stretching the wings and/or stating that they "own" that territory. Have you done a search on budgie/parakeet behavior or body language?

Yes both my keets do that for 2 mins right when I let them out just to strech. But, If i take longer sometimes to let them out they do it for a longer amount of time. It is normal. Also the bird is healthy if not it will just sit there.

That is so cute. I really don't know the answer but when my parrot does that he is stretching his wings.
