First you need to find out if your utilities are all inclusive. If so, mabey your landlord did not pay the bill. If this is the case, the tenant can legally withhold the rent, and pay the bill.

If you just moved into the apartment, the last tenant may have left an over due bill. It was your responsibility to give them the date yo moved in-or you may be responsible for the bill. Show them a copy of your lease if this is the case.

Contact the utility company, mabey it was a mix-up.
If all else fails, pay the bill! What state r u n anyway???

Most utility companies are smarter than that. When the 'turn it off' they take the meter with them. Without the meter, you got nothing.

Do not fool around with tracing the wires to where they come into where your meter used to be, from the overhead or burried power service, in hopes of doing something like a jumper. The typical feed into a residential building is 480 volts. Enough to kill you instantly. Some apartment complexes etc. have even higher voltage coming in.

Pay your bill and get on with life.

If you do it illegally, you're asking for a charge of theft. That's right. Stealing electricity is the same as stealing anything else, and there are penalties for it. Better just pay your bill and get squared with the company. Sooner or later you're going to have to face up to it, and better now than later.

Get a gallon glass jar, take it to a friend's house and fill it with electricity from his outlet. Take it home and use it sparingly to make it last longer. A gallon of electricity can run one 100-watt light bulb and a 27-inch tv set for about 7 hours.
