i watched a commercial where you could pay a certain amount of money per month to purchase a car, does this apply to non-American citizen's.

Yes. Unless you are paying for the car in full, you will need to have good (or decent credit) and you will have to show proof of ability to pay off the car. This can be proof of employment, a sizeable bank account. You do not have to be an American citizen in order to purchase a car.

Yes, you can own a car an not be an American citizen. But, you need your drivers licenses. Otherwise... no. I live by Miami Florida and trust me... I see plenty of foreigners with cars who I know cannot be American citizens (about half, if not more, is illegal here).

Sure it is. You will just need to also be able to register it (so you have to have a permanent address), pay the payments and insurance on it (so you have to have some source of income) and you have to pay taxes on it (so you have to have a social security number).

I don't know why any loan would only apply to American citizens. Banks and loan institutions only know one color - green.

You can own a car without citizenship. but getting a loan to purchase a vehicle will be more difficult.
