i watched a commercial where you could pay a certain amount of money per month to purchase a car, does this apply to non-American citizen's.

Yes, as long as you have the means to pay for it. If you go to a reputable dealer, they will have a credit check done on you, to see if you are eligible for a car loan through a bank or other financier. Just watch out for the high interest rate loans. They draw in suckers, because they have low payments, over a VERY long period of time. If you end up with one of those, most of your monthly payment will actually be paying off the interest.

As long as you are a LEGAL immigrant, you too can own a car in America!

Yes! It is even possible for someone who is not an American citizen to own part of America! Buy a garage for your car too!
Just don't fall prey to some disreputable car salesman who promises to "carry the paper" or "buy here - pay here" with a ridiculously high interest rate for some piece of crap hoopdie. Buy from a reputable dealer.

Of course. You can buy anything you want in America if you have enough money. You can buy a luxury home (and there are any number of them owned by wealthy nationals of other countries) but you can only live in it for the length of time your visitor's visa is valid. You can buy the most expensive car on the market and put it in the garage of that house you can't live in year-round, and use it while you are in America.
There is no limit to what you can buy as long as your bank account is large enough.
