Have you tried asking her why she didn't turn up at your party, she might have a really valid reason, though it sounds to me that you have issues with your mam and aren't giving us the bigger picture of things, don't disrespect your mother, just remember one day there is a possibility of you been one yourself and I am sure you would so hate to hear your children be nasty about you.

no mother should forget the day of their childs birth!
If the car broke down and they made every attempt to come to the party then that is fair enough - they tried but sh*t happens!
If they were sick/ill well would the daughter expect anyone to come if they were throwing up all the time?
so a/b are reasonable - upsetting but understandable whilst c should not happen and not forgiveable.

Hi there is no excuse, your daughter should be the most important person in the world to you, and you should never let her down, your mum sounds like a *****, if she is then try not to get upset, its your mum that's missing out on a wonderful daughter, you just enjoy life to the full, and forget about your selfish mother, she is not worth worrying about Hun.

She carried you and gave birth to you, didn't she? She fed you and clothed you, did she not? She put your basic needs, and probably other needs first for many years, yes? To call your own mother such a thing because of a party!
