Not sure exactly how you'd do it, but Active Desktop springs to mind. I think you can make an HTML page part of your background. And therefore, if the HTML page was an auto-updating webcam, you would achieve your goal.

You can do a still as windows wallpaper. I don't think you can use video as windows wallpaper. Check out Tibosoftware, they do a cool program. You can do a jigsaw from a still or video. video is cool. The pieces keep changing! When the jigsaw is finished you display it in a virtual 3D art gallery on your computer. You can whizz around the gallery with a fast video card! You can do great puzzles from pictures from your web cam, digital camera - anywhere. Even add music, use the finished picture in your gallery, email the puzzle to your mates, or use the picture as desktop wallpaper.
