If you're talking about Britney and Madonna, they have paid to have the red string on their wrists to show they are devotees of Kabbalah. The string has been placed at the tomb of Rachel, apparently.
I've been to a Buddhist wedding ceremony where the bride and groom tied string around their wrists to represent the love that binds them.

The Red String has the Power of Protection and is an antidote to the negative effects of the dreaded Evil Eye Wear it and find out for yourself why millions of people wont leave home without it
The Red String protects from the influences of the Evil Eye. In historic tradition, the Evil Eye is a very powerful negative force. It refers to the unfriendly stare and unkind glances we sometimes get from people around us.
According to Kabbalah, the critical need to confront the problem of negative influences cannot be underestimated. Kabbalah teaches us that we can remove intrusive negative influences by using tools such as the Red String!
Madonna is among the many celebrities who wear Kabalah bracelets to ward off evil and for their belief in Jewish mysticism- Qabalah. The string bracelet is now popular among their fans as well.

Its a religious sign that they are old enough to partake of a quick leg-over, as long as they are sharp about it, and don;t make too much noise.
