I think the CIA has a list of them with difficulty levels. I'm not sure what it's called, but I do remember it having Arabic, Chinese, Korean and Japanese as the most difficult languages requiring over 750 hours of practice.

There is no way to measure "difficult languages". A language can be difficult or easy depending on what language is your native language and what other languages you already know. The only thing that can be said for certain is the English is NOT the most difficult language in the world to learn. That's just stupidity. People who say that should try to learn Navajo, as one of the other answerers said, or Archi, which has 1.5 million different forms for each and every verb (English has 4), or !Xóõ which has 126 different consonants (English has 24).

not sure but it would have to be one of the isolated jungle tribes in south America due to lack of corresponding languages of the major languages Mandarin has always been at or near the top seems that opinion would play into this too much for an absolute answer sure web search would find it with ease but no time here

I think English would be pretty hard to learn. There are rules concerning English, and then English breaks them. It makes no sense. I'm glad it's the language I grew up with.
