Call the Child Protection Services (CPS) and make a report. You do not have to give them your name, but if you do, They cannot, BY LAW, tell who made the report.
A child's life and well being is a stake. And, if that child gets injured, or dies from abuse, and you knew about the abuse, you could get into a lot of trouble too.
A friend of mine, knew that her next door neighbor was sexually abusing his daughter who was 4 yrs old. She told some of her friends but, She did not make a report, afraid the neighbor would retailiate. The little girl died from internal injuries cause by the sexual abuse and my friend was charged with neglect of a minor child. Injury to a minor child is a FELONY! A minor is ANY child under the age of 18 years old.

Call child protective services right away. Your neighbors will not know you are the one who turned them in, so don't fear retaliation. Just do something to protect that child now. You can get the number from information if you can't find it in the phone book. I'm sure the police can give you the number. Please don't hesitate or wait - just call now. It should be listed under county services as "Child Protective Services" or CPS.

Call CPS as soon as possible....and if you're thinking, "Maybe it's not as bad as it looks" or "Maybe this is none of my business" consider the child that everyone suspected was being abused - he was taken to school on a leash, his mother asked that he not be given any special treats. The parents are now accused of torturing the child to death.....and that is a rare case, no doubt - but those people also said to themselves, "Maybe it's not really as bad as it looks." CPS won't take the kids without cause - let them, as they can get a closer look than you can, decide.

You can call CPS, but if they are just spanking their child stay out of it. Many people start problems with their neighbors because they will call CPS or the police just because they don't believe in spanking. Make sure that the child is actually in physical danger before reporting, because even though they say the call is annonymus your neighbor will still be able to find out who made the call if it turns out that is is not abuse. If the call is not actually abuse THEY CAN find out who made the call, because this happened to my husband and his first wife, when she was bedridden with cancer. Someone wanted him to leave his wife and go out with her so she made false accusations to CPS.

Make an anonymous call to CPS, worse than can happen if they are not abusing the child they take an investigation and leave it at that.

You need to confidentially report this!!!!!! A child's well-being is at stake. If it is violent, you may need to call the cops. You can call 1--800-96-ABUSE FOR HELP. Good luck, in helping this innocent little one. My prayers are with them.

Who knows, you might just become a hero..if only in the eyes of the child, even though they won't know who you are.

Document times, dates and if possible get it on video. Use a cell phone if you have to. Do anything possible because it will only get worse for the child. Never better.
