War, is always war, don't try to find any logic on that.
As a health care provider, I would offer my assistance to both parts. Simple people suffer in both parts.
This issue has been much discussed here and I don't think that my opinion, one more opinion, will be of great value and will make the difference.
As you mention, a point less discussed than the others, is why this should happen and why they oblige us to feel impotent to react and be effective.

I have observed that you have posted this Q under the religion and spirituality section, so I take the liberty to go further and add this piece of opinion of Man Tomas, saying that
... these people whom we treat badly and prevent from following their wishes, whom we do not make sure are provided with a proper education, whom we embitter with their wrath, whom we go to any lengths to make submissive, these are the people who will raise the coming generation...
Maybe I am influenced of my job, that is humanitarian in its basis and I say this, but these people belongs in both parts.
But - you see - the reality is very oppressive to let us think about philosophy and long term policies that have to be implemented in order to avoid - or at least minimize - similar facts in the future and our reactions at this moment must be to the point.
For me, the humanitarian help, for others maybe something different.

Katerina,has an excellent point,as the men who take power over the frustration of people who been down trodden,an deprived of proper education,are turning to the worst of the worst.That pervert their culture an religion,how can we take any credit for the choices they make when the western world has held them back,what would you expect? We failed...as a world of civilized people .We should not repeat this,nor ignore the goal of these insane leaders that are doing the leading,that world domination is what they want ,with there law the only law.

But during times of war, most religions agree that God forgives trnasgressions.
But with Islam, followers are charged with spreading the word of Allah to the world.
