whoever invites the other. If I invite him somewhere i pay. If he invites me he pays. I am not into that old fashioned crap.

The person that asked. If I ask someone out on a date I pay, if they ask me, then they pay.
The "guy always pays" attitude is condescending and perpetuates the notion of social enequality between the sexes. In our contemporary age, women have jobs and careers as well. Women are no longer the economically helpless baby-makers of yesteryear. A woman's idealised life accomplishments are no longer, get married, have children, die.

if he invited her: he pays
if he's got an independent woman, she will offer to split the bill, but for the first date, you're likely the one to pay it

This question has a lot of..depend's....in it. If it's a real date,with a real MAN,he pays. If the woman is to pay her own way,it's called...a DUTCH date.

This problem has haunted mankind for decades. I let them decide, if they offer to pay their share, I let them and maybe leave it as a tip. If they don't offer- then just pay.
