No, I'd say probably not in most cases. Not unless you've had strong evidence or hints that this girl or woman is into that kind of gesture.
Personally, I'd think a person who handed over flowers on a first date was rather presumptuous. I mean how would they know whether flowers would impress me if they hadn't got to know me yet? I have to admit my ego would be a little bruised that they thought I was so predictable! (I suspect most people like to feel they're a unique individual worth taking the time to learn about. When you think about it like that, it's not too hard to see why being presented with a standard one-size-fits-all romantic token could feel a little insulting.)
But, then again, that's the point: everyone's different. That means there are probably lots of women who would absolutely love it if you gave them flowers and then tried to get them to go on a date with you. As I think someone else here said, it really depends on whether the girl would describe herself as a "romantic" (in the commonly understood sense of the word).

flowers do wonders for relationships, when you messed up big time use flowers, if you want a date a single flower and a creative way of asking her out will most likely result in a yes and at least a hug and if ur good then a kiss on a the cheek and leave her blushing like no tomorrow.

If you give her flowers for a couple of times without any approach for a date, than when you come to her for the third time you surely will get a date.

Maybe depending on the girl. If someone handed me flowers I'd think they were sweet and if their good looking then why not !?

depends if she likes you or even knows you - if you hand some random girl flowers - you may get the police knocking on your door - cuz you'd look liek a crazy guy
