Stay with a local agent, either a national company (AAA, American Family, etc) or a local independent insurance agent. You want someone who you can sit in front of and will ask what you need and you can ask them what the heck you're paying for.
$25, $50 even $100 bucks a year is not enough of a savings to have nothing but an 800 number or an email address when you've had a wreck and REALLY need help.
At many of the companies like State Farm, American Family, Farmers, etc, you can even get enough of a multi-line discount to get car insurance and renters insurance for the same price as auto insurance by itself.

Check with an independent agent. They search many companies for the cheapest rate for you personally.
