First off it is dumb to setup an administrator acount on a single person computer. If you was smart enough to turn on the MS restore program you can go back to a date before the admin password was entered. If not you will have to wipe the disk using a boot disk and reinstall.

For a hard start and a hard shutdown you might try the following.

Go into your computer bios setup and set it to shut down and restart only with the power button. And go to Home depot and buy a timer that is 7 day programable uses two aaa batteries for about 25 bucks. Have it to turn on the AC to the system at a set time and off at a set time. It will not hurt your windows program. Just makes it slow to restart because of the file scan and cleanup it normally does at shut down but this makes it do it at start up. Put a link to what ever internet program you want to run at startup in the start up folder.

If you can not set the bios to hard start and hard shutdown, You will need to find someone who knows what they are doing and put a jumper wire on the switch in the power supply inside the computer to power on and off as the electric comes on and off. I had to do this with my internet servers because there was times when the power would stay off longer then the battery backup would last and woud stay down till I drove over there and restarted it by hand.

Check in your BIOS settings. Some motherboard system BIOS allow this. You usually hit Delete upon starting your computer before the system boots to the hard drive to access your BIOS settings. This will allow you to start up the computer at a scheduled time of your chosing.
Good luck.
