Get a scratch mat for your cat. Walmart sells a scratch mat called Super Scratcher. It comes with catnip that you work into the grooves of the mat. The smallest one is about 5 dollars. The larger one is a little over 9 dollars.
My little kitten used to scratch my living room and dining room chairs to sharpen his claws. Now, he uses the scratch mat every day. Just "train" your cat to use the new scratching mat. Every time you catch him trying to scratch your rug, just tell him "no", pick him up and take him to the new scratching mat. Don't press his paws to extend his claws and make him scratch the new mat....he'll eventually learn on his own. Also...you might want to try playing with a string or toy and running it across the mat. Normally, when cats play, they extend their claws a bit. So, your cat will "dig in" after the toy when it's over the mat. Your cat will eventually become used to the texture and begin sharpening it's claws.
Are you using the no stay spray every day? Most sprays suggest that you use it every day b/c it only lasts 12 to 24 hours anyway. So, if you're using it every other day instead of everyday, this may be why your cat is still using your throw rug as a scratching mat.
Also, try keeping a spray bottle full of water. This way, when you catch your cat in the act, just squirt a little water on it. Most cats don't like water, and this may also train your cat to stay away from the rug.

My cats did that to my new wallpaper. We have found that the easiest and best thing to do is get them a cardboard scratching board that has catnip on it. We use EXTRA catnip and our 2 cats scratch the heck out of it. PETsMART has a catnip four pack that has all the essentials for $9.99. This will attract the cats to the scratchboard and away from the rug, new wallpaper, furniture and anything else they decide to scratch the heck out of.

Peppermint oil-- cats HATE the smell of peppermint oil. You can get it at health food stores and I use it around my plants to keep my cat away. Don't see why you couldn't use it on a rug. Just test first to see if the spot that will be there shows and bothers you.

Buy one of those cardboard scratchers that they sell in most any store. My cats love them. And you can add catnip to them. Then put away you throw rug until kitty gets use to using the new scratcher.
