Why would anyone be stupid enough even to ask this question? Of course every military engagement kills civilians. Most of the time, it's done purposely, too. Look at Hiroshima and Nagasaki

Who said that regarding Israel? If your "first" is going to be taken chronologically, then we'll have to do an exhausting historic survey before uttering any statement. If your "first" referes to quality/quantity/extend of the damage being done, then the US is the first.
