This is a completely separate issue from public breast feeding. I assume the guilty party was changing the baby on the table. That's a serious health risk. That's contamination of an eating area with bodily waste.
Not to mention the smell being offensive to other patrons. There's just no justification for that sort of behavior. They should have taken the child to the bathroom. Most establishments have a diaper changing rack in the bathroom, and if not there's always a counter. Excrement belongs in the bathroom, not the dining room.

No. Most public restrooms accomodate the needs of people with children by providing a changing table. If the resturant does not have one, then they need to improvise somewhere besides the dining room. Maybe go out to the car, or carry a blanket and do it on the countertop of the sink in the restroom.
I sure dont want to see, nor smell a dirty diaper while dining anywhere, even if it may be McDonald's.

No, I do not think that it's appropriate. I work in a restaurant and a while back this woman asked where she could change her baby. I told her the restroom, but she got annoyed because there was no changing table in there, so instead she changed the baby on the bench in the lobby, which I guess wasn't too bad, considering how small the baby was and it wasn't really near anyone else.
But babies should not be changed in a dining room, especially one full of people. It's unsanitary.

Oh my goodness! That's completely horrible! I sure hope I never have to witness something like that.
Honestly, though, I would NOT be apathetic about it. While people are free to do as they wish ... or perhaps I should say, *because* people are free to do as they wish, I would immediately leave the restaurant and be sure to have a quiet word with the management on the way out. After all, it would be rude to holler across the restaurant at this completely oblivious woman, but nevertheless, we cannot have this kind of behaviour on what is meant to be an enjoyable night out.

No that is not proper. You don't need to show all the people what you baby look like naked. Plus if it's a messy one well that might make people want to eat any more. Some one should have told them that's not right thay have a bathroom for that.

Absolutely not. For starters, it is inconsiderate of other diners. Secondly, bacteria from urine and feces can easily become airborne and make everyone in the dining room sick. And finally, there are no facilities for this person to wash her hands after changing her child, so she's going to have to go to the bathroom to wash up anyway...so why not take care of the whole operation there in the first place.

ew... no. There are bathrooms pretty much everywhere equipped for that sort of emergency. To change a babies diaper in a resteraunt where other diners are eating is just plain gross, tacky, and shows a complete lack of maners!

This is a totally different question than Breast feeding in public. Feeding can be allowed in Restaurants. Changing diapers takes respect. People are eating there and there is an awful smell. Its disturbing and the owners will kick you out.
