Criminals breed more crime and the more they get away with the more they will tend to do to break the law.
There are some dirty cops there that turn a blind eye to things and this makes it unsafe for honest cops to do the right thing, but there were plenty of good officers who did as much as they could to keep things under control, it had just gotten out of hand with gangs and things.
It is a shame that the citizens re elected the same schmuck that perpetuated the problem to begin with. Unfortunately the criminal element has been able to premate the government there to some extent (witness the kick backs and skimming going on) so there is going to be a long hard row to hoe to get back on track. Cleaning house would be the best option fo rthe city and starting over with some better/straighter govt officials would not hurt either.

New Orleans had (before Katrina) the highest percentage of people living on gov't. funds of anywhere else in the US. It is a pity, because it could be such a great city. Instead it is a cesspool of drugs, crime, poverty and debauchery.
Mayor Ray Nagin has no business being in politics. He is not a good leader or a good planner. He is a racist. When people like him are elected to public office, how can we expect better? His handling of the Katrina disaster and his commentary afterwards show how inept he was with that whole situation. I can't believe he had the nerve to run for re-election.

NO has always been a hotbed for crime. It is ingrained in the culture of the city. Look at the PD - it is one of the most corrupt police departments in the nation. Wherever there is extreem poverty and inequity, there is crime. Humans find ways to survive no matter what the cost. Havent you read the news lately? besides IF the mayor did anything to stop the crime, he'd probably be killed by higher powers. Isnt he a black man? Oh the higher powers that be in this nation dont want a black man doing any real work. that might make changes and changes like that lead to equal power. Equal power means that some fat white guy lost some of his so that some black man or woman got their fair share. People please! thats not how it works.
