If by charisma you mean natural talent in being well liked, no, natural talent cannot be learned. But you can learn good manners, how to present yourself, how to read body language, how to project your own body language, about tone of voice, connotation of words, how to listen to what other people are saying with their words and understand what the thought is that they are (or unconciously) projecting. To some people, this comes naturally, but everyone who is very good practices. There are even coaches for this sort of thing...

No. You either have it or you don't. It's one of those traits that are inborn, I think. Maybe you can try to be more interesting in conversation, or check out how to improve your appearance. Those could draw more attention to you. But I think that generally charisma can't be obtained...it just is there or it's not.
