It rains about once a week in the winter. The summer there is literally not a drop of rain. The rainy season is around mid-September to mid-April, although there's no way to guarantee exactly when it will start or stop in any given year.
And one might point out to Hippie that before answering a question, one could *at least* look at a map and notice that Israel is, in fact, in the *northern* hemisphere. Unless "we" are in Australia (or other points south of the equator), Israel has the same seasons as "we" do--summer in July, winter in January, etc.

The climate changed indeed, ask old people, they will confrim you that it has been much colder and much more rain in Jerusalem in the past. That happens all over the Middle East and South Europe, the desert is growing to the north. Gree areas are not the solution because you cant grow grass in the desert unless you waste water (and money). I guess a solution would be to change the architecture of houses and public places and adapt it to the desert, for example less huge windows and thicker walls so you need less AC and have a better climate inside the house. Courtyards full of shadow can create comfortable micro-climates, where plants can grow, but not articfical lakes and meadows, where the sun burn you and the grass. A paradigm are traditional houses in Arabia and Yemen and other desert zones with their yards full of shadow and wooden decorations on the windows that prevent the sun from getting into the house.

comment to "Mr. Nerdlinger" s answer:
the invasion into lebanon was to cease the missle fire on israel. the hezbollah fires missles not because of the invasion but to destroy the state of israel. (but if you are 35 and live with your mother - you probably very stupid, don't know anything about life and think that politics is all about theory)
