Yes, They have skulls with eye sockets, jaw bones a nasal passage. Some like Flamingos may appear rather different, but an owl has an obvious face that appears similar to our in many ways.
Perhaps, the argument is about showing expressions and emotions, something human faces are quite good at. Not a skill required so much in birds so they don't have the same flexibility.

most birds recognize one another. Ostriches recognize their own eggs. Parent birds recognize their offspring. Penguins bring food to their own chicks in the midst of the colony, even when it has strayed from the nest. Birds that form monogamous pairs recognize their mate, even after several months of absence. Many bird species show different territorial defense behavior toward neighbors and strangers. Geese learn to recognize their fellow geese as a species, then later as individuals.

Almost every animal has a face in this world. And birds definitely do. They have eyes, nostrils, a mouth, a tongue, and ears. What more can there be. My parakeets have eyes, nostrils, a beak (mouth), a tongue, and ears.

Yes, they have faces -- eyes, beak, tufts of feathers for ears, crests, etc. And while they may all look alike to you, they can tell each other apart. Chickens can remember 100+ different faces in their flock.
