First of all, flea collars DO NOT work, and are in fact quite harmful due to all of the chemicals in them. Anything you can buy in Walmart is pretty much unacceptable for your dog's safety.
If you are bathing the dog AND using Frontline, this is your problem. For starters, do not EVER use more than one application of Frontline per month, as it is a potent drug...think about it, one dab on the dogs skin and fleas will bite your dog and die for 30 days! Do you really wanna put any more of that on your dog than you have to?
And it specifically says ON the directions to not bathe your dog 3 days prior or 3 days after applying the Frontline, as the water will wash it right off. So stay away from the flea baths, make sure you use the Frontline correctly, and make sure you treat your home as well as any other pets you have, because without getting at the source of the problem, your dog will only keep getting reinfected.
And NEVER use human products on a dog without permission from a vet - this is irresponcible and may be very dangerous.

Frontline has always been very effective on my three dogs and we hike in the woods almost daily. Cleaning the house after a flea infestation is crucial. All bedding should be washed. Vaccuum the carpets and make sure couches and beds are flea free also. Hope this helps!

You must be applying the Frontline incorrectly as I have been using it for 10 yrs and have never had fleas yet on my dogs.
You can also do this....put 1 cap full of Avon Skin So Soft in a spray bottle with water and shake well. Mist dog massage in...Keeps fleas away smells good and helps with dry skin. do not waste your money on flea collars as they are useless

you can use Johnson & Johnson Baby Shampoo on pup. lather, let stay for 5 mins. fleas will fall off in drain. Get Frontline
Also: for yard you can spray diazinon to kill fleas. spray once and then again in 7 days. the eggs will hatch and the second spray will get them. ( or you can dust with malathion...stinks, but it works.)
If you have carpet, you may want to have the inside sprayed by professional. Be Blessed!

After breeding dogs for the past 38 years, I am amazed at the effectiveness of REVOLUTION.
You have to get it from your vet. some vets require heartworm testing first, but many don't, so call around.
I would most certainly use REVOLUTION. It prevents heartworm, fleas, and many other parasites. It is safe for pups and adults,
, and applies as drops to the back of the neck. Instead of putting poisons in to your dog you are protecting his skin from exposure.

Frontline is very effective , maybe your using it icorrectly. I use heartworm prevention tablets for my dog once a month. They say aside from heartworm prevention, it prevents thicks and lice from laying eggs. Some sort of like lice and thicks are taking contraceptive pills. hehe. But i havent seen a single flee since.
