Make sure that he is going to be comfortable with this situation because if he isnt then he should tell them that he isnt comfortable doing it. I was at a wedding where the 12 yr old son was asked to make a speech and he was very uncomfortable so it made everyone uncomfortable. Plus he got really embarrassed, and didnt enjoy the rest of the reception.
But if he is comfortable then he should say how he feels. Have him make a list of what he is happy about and then help him make it into a little speech. It is really ok to have kids read their speeches from a piece of paper.

My first question is, "Is he comfortable speaking in front of a large group of people?" I like the idea from sweet ivy lyn of having it written out on a piece of parchment paper. That way you have an idea of what he is going to say and, if it's really inappropriate, it can be changed before the wedding.
The bottom line is, if he's comfortable doing it, then go ahead with it. Keep in sweet and simple and having it written out might help if he's at all nervous.

Make it short and let him read it if he wants to on a beautiful piece of parchment paper done with nice lettering and ribbons falling from the bottom; nice for the wedding book and he doesn't have to worry; Something like "Here's to our new family-hope we have a lot of fun and love in our lives!"

Whatever he really thinks, he should say only nice things at the occasion. Maybe he could say he is happy for them both, or for all 3 of them if he is. Also, he could list what he likes about both people and what they like about each other.
Anything heartfelt and original will work.

I wouldn't put that kind of pressure on an 11 year old, unless he volunteered to do it. Even then, what could he say? I'm happy for my mom? I'm glad I have a new stepdad?
