Do you really want a serious answer, or are you just trying to find fault with the Bible?
If someone was just making these stories up from scratch, you would think that someone would have edited the story to remove what appears to be a partial "failure" on Jesus' part. It is interesting that Mark simply reports things just the way that Peter saw it - even the parts that he couldn't explain.
After a short search on Goggle, I noticed that there are two standard answers (which I used to hear in Sunday School, I believe).
1) Jesus was giving an object lesson on faith (see the link)
2) The blind man was suffering from "post-blind syndrome", which is a psychological condition suffered by people who have never seen before (the visual part of their brain has never processed signals before, so it is not used to it). There have been numerous medical cases of people who had been blind since childhood and then have had their sight restored by surgery as adults. Many experience what is known as "post-blind syndrome." They see a trunk of a tree and some leaves, but they can not put the whole tree together as a unit.

Everything that Jesus did He did to teach to do likewise. What I take from this is if the first time didn't do it keep praying.
I don't know if Jesus was experimenting with how much power to exert or if it had to do with the blind man's faith. Only what I should learn from it.
Jesus also knew that He would be required to take the sins of mankind upon Him self and bear them to the cross but He still asked God the Father to take away the burden of it. ON earth He was true God and true man.

Faith is important in God’s eyes in order to perform a miracle. That is why God would sometimes ask a person before performing a miracle whether he/she believes in HIM and HIS healing capabilities. This question is to emphasize the importance of faith for the success of a miracle. This miracle illustrates this concept. Since, apparently, this blind man had doubts in his heart about God's capabilities, God decided to lead him step by step to faith. Therefore, on purpose, God did not perform a perfect miracle from the first time; however, he did give the blind man the first push.
1) The blind man, seeing that he can, for the first time in his entire life, see light and be able to see people (even if the image was distorted) was encouraged to fully trust in God, and so the second time was easier for the blind man because now he got the hint that God can do it. And so, God, seeing that the man has had more faith than before and is now strengthened in his faith, performed the miracle perfectly well.
So it is not that God could not do it from the first time, since HE already performed several other miracles, similar and even more difficult, from the first time. Ex: Jesus heals a Man born blind (John 9: 1-34), Jesus heals two blind men (Mathew 9:27-34), and many others. But this one was special and i think that God wanted to illustrate from it:
1) Your Faith is important in the success of miracles.
2) If you don't believe enough, don't worry, God will take you step by step until you believe as long as you give HIM the chance to.
Additional comment (sorry for the long reply, I felt that this extra example might help)
All of the miracles that God perform aim at teaching us something. Another good example is the miracle of healing the man who was born blind (John 9). In this case, God rubbed some mud he made on the man’s eyes, then asked him to go to the Pool of Siloam. Now why did not God just cure him with a simple touch from his finger?
God could very easily do that, but there was an aim from this delay.
First of all, if this man did not have strong faith and trust in God, he would not have listened to God and would not have gone to the Pool of Siloam especially that this Pool is far away. So God did not ask the man to go for a simple walk, rather to cut a very long distance. So again, if this man had not “enough” faith in God, he would have simply saved his effort of walking this long distance.
The importance of this miracle is:
God sometimes would want us to do some effort on our part to get things done. It is not that HE can not do it from the first time, rather than the desire to have us involved in doing what’s right. Sometimes, we would panic if God did not immediately give us want we want and we mistake this as a sign of ignorance or indifference, when in fact, it is a simple test of faith and trust, as well as a desire to share with God the journey of overcoming a problem or achieving a goal. God would sometimes allow for a delay so that we talk to Him more and know Him better. You will find in most of the healing cases that God performs the miracle on the spot without asking the patient to do anything on his/her part. For God shall not let us carry more than what we can handle. However, in other cases, God would ask the patient to do a simple thing as a sign of faith and trust before performing the miracle.
It is important to note that when God asks us to do some effort and handle some pain, He is not doing this only to test our faith, but more importantly to share Him in whatever we need to do to overcome a problem or achieve a goal. Like a father who enjoys sharing his son in the doing of anything. Even if the Father can do the whole job alone, he still enjoys to have his little kid share it with him.

Unbelief was the problem then, as is now. They, in his hometown did not believe in Jesus. Unbelief is the power of faith in reverse. So we learn from this incident to fight the spiritual war by insisting and persevering and continue in the right path with patience and long-suffering until we get to our goal in Christ. He just did one eye at a time so as to not traumatise the guy too much in one go. The guy ultimately went to sea as a sailor.
Even to this day, sailors commemorate the act by saying "Eye, eye, Captain!" (Captain is often misconstrued to mean the captain of the ship, but in fact it originally refered to jesus christ as the captain of men).
