A little of both. My cats do this, too, and they even will try chewing on paper.
They like the paper, but love you more and want your attention. Cats need love, too, and not always at the most appropriate times.

Does this piss you off? I'll bet so , and that is why the cat does this.
Cats have the ability to recognize which of their behaviors irritates us. Cats are evil and derive great pleasure from making us miserable. Put some double sided tape on the paper so that the cat gets stuck when it attempts to harass you. See, you can turn the cats evil behavior into good wholesome entertainment.
PS: Wanna buy a cat?

Neither - he wants to read what you're reading. lol He wants your undivided attention. I KNOW. I had a cat that did the same thing. Also if I was knitting or crocheting, he would grab the strand of wool with his front paws and hold onto it so that I couldn't use it! Pets are so-o-o-o-o smart.

There are two theories on this. One is that cats have developed a special organ in their abdomens that can read print, sending it to their brains without the bother of using their eyes. The other is that when cats see us looking at boring black and white type they feel sorry for us and give us something more interesting to look at, their own beautiful selves.

Cats love to lay on paper, I think it's a nesting type thing with them. Mine will lay on it even if no one is around.

My cat is sitting in front of my monitor right now. I'm trying to type looking around her. LOL See? Could be worse. And yes, cats do that to get your attention.
