I have seen this before. HEre is what I did.
1. Open a new document.
2. In the original document, highlight the text from the beginning UP to the horizontal line.
3. Hit COPY
4. Go to the new document and hit PASTE
5. Go back to the original, and highlight everything AFTER the horizontal line and hit COPY
6. finally, hit PASTE in the new document.
7. USE SAVE AS with the new document. If you want to use the same file name, then CLOSE the original first. but I would use SAVE AS to create an original copy.
It's not about what or why, it's about FIXING IT.

Maybe you have accidentally put a border there.
Highlight the whole line that has the offending horizontal line in it plus the lines above and below then:-
If there is a "Borders" icon in the top menu bar click on the selection arrow to open the window and select, "No border"
If there is no "Border" icon at the top, then select "Format" then "Borders & Shading" and follow the steps above.
That should get rid of the line if it is a border line.

If you cannot delete it using the above, try clicking View, Toolbars, Reviewing. At the left end of the Reviewing toolbar, be sure it reads 'Final'--if not, click the down arrow in the drop-down list and select 'Final.' I have seen lines come in off a read-only disk and had to do this.

I hate when that happens and I don't know how to fix it.
I usually copy text only and then paste special as text into a word document and then reformat the whole thing over. Word pisses me off sometimes.

Hello dear
If your self draw it pencil tool you can clean it with eraser tool in table tools box . if it is a line in the middle page that separates the page to two pages its break page option that you can delete it with delete or cut bot go to Insert tab then click Break... it will remove from your page .

maybe it is a bottom or top border, you can use the tables and borders toolbar to take it out
