I was making a left turn at an intersection when the light was ORANGE... before I made it across the light turned RED. I was about half ways or a little more over, but the light did turn RED... and I saw a flash. Does this mean I got a ticket... and how much would it be in San Bernardino County???

Don't know for sure if it means you got a ticket. Remember that an "orange" light might as well be red. Legally, you are not to enter the intersection unless you can clear it before it turns red.
(that being said, I do the same thing).
Most photo ticket machines wait until the light has turned red to take the picture, so if it meant you, it depends on where you were in the intersection when it turned red. (closer to which side).
Usually tickets are around $200 - $250 for that and then another $30 - $50 if you do traffic schoo.
I'd not worry about it until you get a letter in the mail...

An orange light is the same as red. If you enter the intersection on orange technically the light has already turned red. Check the driving laws.

normally the red light cameras, will take a few seconds to activate after a light turns red ( well here in Australia anyways ).
As far as i know, if you are more than half way through the intersection when the light turned red, you should be ok , but if you saw a flash, I would suspect that you have had ur photo taken :, Hope you were smiling./

If you were in the intersection after the light turned red, and had your picture taken, you will get a ticket in the mail. It will clearly state how much to send them.

Check your traffic ordinances. I think you will find that you are required to stop for a yellow caution light unless it is impossible to do so. Many people illegally gun their engines and race through a yellow light, which is a very good way to get killed or to kill someone else. Is this your intention?
