It is first stating that He is the root. Being the root means that he was before David and brought about the linage of David which could mean that He was God.
Secondly, that He was the offspring of David. This means that He was God made flesh in the linage of David.
Sounds like we're talking about Yeshua (Jesus).

Jesus Christ was an earthly offspring of ancient King David of Jerusalem. He is called "the root of David" because he is the important descendant of King David in whom the genealogy from Abraham through David really ends.
No Jew today can prove descent from David. Jesus Christ was designated by God as the One whom he approved as David's heir to take the throne of the Kingdom. (Ezek. 21:27; Matt. 3:17; Acts 2:29, 30, 36)
In fact, the underlying reason for bringing the house of David into existence was to produce the Messiah.
That has been accomplished.
Jesus being the permanent heir, the One who possesses the throne forever, the line of David is really rooted in him

Jesus was before David, Jesus also comes from the genealogy of David. Jesus is God.
Check out: John 14. and John 8:58 Jesus said unto them, Verily, verily, I say unto you, Before Abraham was, I am.
Jesus is God in the flesh. So, naturally, Before Abraham, before David, and after Abraham, and after David. By the way, David is decedent from Abraham.
