Littoral war system is for a war nearer to the shore with short distance 60 to 200 km range ASCMs (Anti-ship cruise missiles) than from the mid-sea with longer range missiles of 550-600 km. This has been the strategy after the end of the cold war.

It is a system used to detect submarines in littoral (near the shore) waters. it uses infrared and many other spectral channels to expose the subject (the underwater object).

Litoral has to do with the shore and shoreline.
i'd guess a system to protect the coasts of a country.
