There is No Charge to apply for the diversity visa program. Many websites try to make themselves look official but are frauds. You should not pay for this service. Read more from the US government's own website:

I have issued hundreds of immigrant visas to DV lottery winners, but never to anyone who used one of these companies; only to people who entered on their own: these companies make a lot of money, but their customers never seem to win.
