try and keep lookin at her wen she is not noticing
if she too looks at u occasionally without any reason then there is some friction begin
then as soon as u get time hold her hand
dont give a reason if she asks for one
she will understand
later propose her in her ears quietly

it's as simple as saying "i love you"
say something like..."i want to tell you something"
or you can flatter her and then in the blur of all these compliment you can throw in and "i love you" too
or you can strike it in a more romantic way and take her out to a fancy resturaunt and then tell her then.
Do waht suits your personality and just be you but here are some ideas.
